In a large bowl, combine quinoa, breadcrumbs, eggs, garlic powder, salt, pepper and parmesan cheese and mix until well combined
In a large skillet, heat the oil over medium-high heat
Take the quinoa mixture and form into small cakes about 1 inch thick
Add the cakes to the warm oil and cook on both sides for 2-3 minutes until golden brown and crisp. Remove from oil and place on a large plate lined with a paper towel or cloth to get out excess oil
Once cakes have cooled down take a tsp of cream cheese and place on top of each cake, then lay a 1 inch slice of salmon over the cheese.
